Sine Die - 2023 Session is a Wrap
The regular 2023 legislative session ended Thursday seeing activity that was about average with recent history. The legislative activity essentially ended last Friday but both houses remained open in case they wanted to override any late vetoes from the Governor. The House did attempt to override the Governor’s veto on HB314, the school libraries bill, but fell short by 1 vote.
Let the Lawsuits Begin
Several new laws from the legislature and opinions from the new Attorney General will be challenged in court. Planned Parenthood is party to one lawsuit challenging the Attorney General’s interpretation of the State’s abortion ban where the AG stated physicians can be charged for advocating abortion to their patients.
The ACLU will also be filing suit over HB71 which bans certain treatments for trans-gender minors.
There are other lawsuits surrounding ‘abortion pills’ being provided in states that now have abortion bans since the overturning of Roe v Wade and most probably there will be a challenge to HB242 which enables charging people transporting minors across state lines for an abortion.
Will Idaho Have a Presidential Primary?
As of now, legislation has removed the March election which had been used for the Presidential primary. This leaves no ‘legal mechanism’ for political parties to request a primary election for the Presidency or for candidates to file for President in Idaho. There are a few remedies, like holding a caucus or convening the legislature.
Reserve Currency - Why Does It Matter?
The US Dollar has been the premier reserve currency for nearly a century. What this means is that central banks in many countries keep US Dollars in reserve (as actual cash or as Treasury bonds) to provide stability to its assets.
But if the ‘full faith and credit’ of the reserve currency nation comes into question, there will be pressure to move away from that nation’s currency as the reserve. This is the concern now with the US Dollar and groups like BRICS (Brazil, Russia, India, China, South Africa) looking to use or now actively using alternate currencies to conduct trade.
There are benefits to being the premier reserve currency including lower transaction costs and a higher demand for the currency, which helps prop up its value.
Later this summer or perhaps in the fall, the matter of raising the national debt limit will be unavoidable and the GOP House is currently far apart from the Biden Administration in coming to an agreement. How that is managed will also impact the status of the US Dollar as a reserve currency.

Sad the one-vote loss to override the Governor's veto on HB314, the school libraries bill. Let's hope local entities and the legislators do better soon. Meanwhile, parents must not abdicate their responsibility to educate and protect their kids, not only in libraries and schools, but also on their phones, tablets, and laptops.
May all the leftist lawsuits fail.
